 A "slush fund" is basically a pile of money that doesn't have any designated purpose. For instance, a small business may have a legitimate "slush fund" of a few hundred dollars that is used for various unexpected expenses that may pop up from time to time.
A shady instance of a slush fund? How about a politician redirecting some campaign contributions to a "slush fund" that he uses to pay off certain people in order to gain their support? This would be an example of an illegal "slush fund".
