How Much Money Has The United States Spent on "Operation Atlantic Resolve"?



The cost Of supporting Ukraine defense against Russia in numbers.There seems to be a great deal of confusion as to exactly how much money the United States has sent to Ukraine to help fund "OAR" (Operation Atlantic Resolve), aka Ukraine's defense against Russia.

In order to get an accurate answer, we'll look to the Special Inspector General's report to the United States Congress, which details the cost of the response every quarter.

This report was prepared by Steven A. Stebbins (DoD), Sandra J. Lewis (Department of State) and Marc A. Meyer (USAID) and was presented directly to Congress.

Since the start of the Russia/Ukraine conflict, Congress has "appropriated or otherwise made available" a total of $182.75 billion for "OAR and the broader Ukraine response".

Of this total, nearly $40 billion "remained available for obligation".

Of the $182.75 billion in appropriations, roughly $124 billion in funds have been appropriated by the Department of Defense (DoD).

Of this $124 billion total, $45.78 billion has been appropriated for the "replenishment of DoD Stocks", as the United States donated all sorts of weapons and munitions to Ukraine. Most of this money went to US-based weapons and munitions manufacturers.

$44.85 billion was appropriated on "US military support", which included funding for USEUCOM (US European Command) and EDI (European Deterrence Initiative).

$33.212 billion was appropriated on the "Ukraine Security Assistance Initiative" (USAI), and another $16 million was appropriated on the DoD Office of Inspector General.

Next up - USAID, which was appropriated nearly $40 billion for "OAR".

Of this $40 billion, nearly $34.2 billion has already been disbursed.

Here is how that money was appropriated:

International Disaster Assistance (IDA), $2.575 billion
Transition Initiatives (TI), $195 million
Operating Expenses (OE), $86 million
Global Health Programs (GHP-USAID), $78.29 million
USAID Office of Inspector General (USAID-OIG), $23 million

Next up - the Department of State, which has been appropriated $11.6 billion in funds for Ukraine's response to Russia.

Here is a breakdown of that funding:

Migration and Refugee Assistance (MRA), $1.2 billion
Economic Support Fund (ESF), $535 million
Diplomatic Programs, $496 million
Nonproliferation, Antiterrorism, Demining and Related (NADR), $414 million
Assistance for Europe, Eurasia and Central Asia (AEECA), $384.1 million
Global Health Programs (GHP-State), $146.7 million
Embassy Security, Construction and Maintenance (ESCM), $110 million
International Military Education and Training (IMET), $81.84 million
Capital Investment Fund (CIF), $44.17 million
State Office of Inspector General (State OIG), $21.5 million
Educational & Cultural Exchange Programs (ECE), $12.74 million
Emergencies in the Diplomatic & Consular Service (EDCS), $5 million

Another $7.386 billion was appropriated to an assortment of other agencies:

US International Development Finance Corp. (DFC), $3 billion
Department of Health and Human Services (HHS), $1.84 billion
Department of the Treasury, $1.03 billion
Department of Energy, $825 million
Export-Import Bank of the US (EXIM), $184.46 million
US Agency for Global Media, $178.37 million
Department of Agriculture, $150 million
Department of Justice, $126.4 million
Department of Commerce, $22.1 million
Government Accountability Office, $7.5 million
Nuclear Regulatory Commission, $2.71 million
National Security Council, Other, $3.58 million

In addition, the United States has provided various loans as well, including:

$20 billion in "extraordinary revenue acceleration loans" which are secured by seized Russian assets

$1.6 billion for the World Bank's Special Program for Ukraine and Moldova Recovery

$530 million loan through the World Bank's Economic Resilience Action Program

Of the $182.7 billion that has been appropriated by US Congress, $83.43 billion has been dispersed, while $140.5 billion of the $182.75 billion total has been "obligated".

Earlier today, Volodymyr Zelenskyy, President of the Ukraine, said that Ukraine had received $100 billion from the United States, and that this was a "grant" and not a loan.
